The Greek government has launched the "Exoikonomo 2025" program, aimed at helping households upgrade their homes for better energy efficiency.
The initiative, under the leadership of Environment and Energy Minister Theodoros Skylakakis, has a total budget of €434 million and is funded through the Recovery and Resilience Fund.
It seeks to improve energy use while reducing costs for residents.
The program allows homeowners to improve their energy classification by at least three categories, achieving over 30% savings in primary energy consumption.
Eligible homes include single-family houses and apartments that serve as primary residences, provided the owners meet certain income criteria.
Special provisions have been made for families with disabled members, victims of natural disasters in Thessaly and Arkalochori, large families with four or more dependent children, and other vulnerable groups. Depending on their category, participants can receive subsidies covering between 50% and 100% of the cost of the energy improvements.
Upgrades covered by the program include window and door replacements, installation of thermal insulation, modernization of heating and cooling systems, renewable energy water systems, and smart energy management systems.
The maximum subsidy per home is capped at €35,000 or calculated based on the energy savings achieved.
To support participants financially, the program offers loans with fully subsidized fixed interest rates. Applications will be submitted exclusively online through the program's official platform.
The initiative is managed by the Technical Chamber of Greece, with financial oversight by the Hellenic Development Bank.
Environment Minister Mr. Theodoros Skylakakis described the program as a significant step toward energy sustainability, noting that it will provide tailored support to vulnerable households and help reduce energy bills through practical upgrades.
Deputy Minister of National Economy and Finance Mr. Nikos Papathanasis added that the program is a key part of Greece’s efforts to promote the green transition and create a more efficient and environmentally friendly energy system.
With €396 million immediately available for households and additional funds allocated for loan subsidies and administrative costs, the program is expected to make a significant impact on energy efficiency across the country.
It prioritizes colder regions, ensuring those most in need can benefit from energy-saving upgrades.
